Any idea how to stop the draining of water once water level reached down ?

I have also reduce the water flow rate but didn't resolve the issue.

The usual solution is reducing flow

A description of system or better still some photos would help us

Could be

Return to sump / fish tank , if water is dropping straight down a short length of pipe and a couple of elbows can help to get siphon working , adjust elbows to influence back pressure .
If you have a "Long Run" of pipe back to sump / fish tank this needs to have fall and no uphill sections

Bell too small so not enough gap between stand pipe and bell

Bell too short so not enough room between stand pipe and bell cap

Bell cap air leak

Not enough / too small holes in media guard

Not enough / too small holes in bell

Very long growbed and too small siphon

Will the siphon stop if left long enough ???

For persistant troublesome bells there are a few tricks we can use , but usually not needed .

Make a bell out of a clear plastic soda bottle so you can see what is happening

Took me 3 months to get 5 beds all working on bell siphon correctly.

Sometimes now I can be found sitting on my chuff just watching them, kinda mesmerising and soothing for an old sod like me.

Patience my friend, work on one then proceed to next bed,
