I'm having issues with a growbed which maybe too weak for normal medium, is using growool feasible ?

Why not feasible.

And growool as a slab or as bits. As a slab I would think that it could become blocked with solids like filter mesh. If you pre-filter it may last a while.

I'm concerned that the growool may release fibres that harm the gills of the fish.

Bit like fibreglass. Not sure.
